first of all do the following things.

1. run php/magento -f setup:static-content:deploy

2. still have problem goto pub/static/frontend remove all content and run command first command

3. check page source css file have permission if not gave 777 to pub/static folder

4. Sometime it is a browser cache issue use incognito mode
